In this article are four tier lists:

Rule, due to which are cards sorted within the same tier is:
"How likely is to get value out of this card comparing to others."
Efficiency of non-treasure cards in Ranked mode, Casual mode and Tournaments.
S - If your deck already uses lands required by these cards, you can always slot them. Unless you are playing some specific combo or archetype. Only low land cards can be here.
A - Very good cards for their flexibility and cost. Unless your opponent has similar answer, they will give you significant advantage.
B - Good cards, but situational. They will not win you the game on their own.
C - OK cards, but needs to be placed in the deck that is built around them. You don't want too many other C-cards in the deck.
D - Good cards on paper. But there is no good deck for them.
E - Usually a bad cards, but can work for you if several things happens in your favor at the same time.
F - Worst cards in the game. If you play them, you are helping your opponent.
Efficiency of Gagana Treasures in Ranked mode, Casual mode and Tournaments.
S - Usually autopick.
A - Good card in every deck.
B - Situational card, but still something that can flip odds in your favour.
C - Good card on paper. But slow. Either requires a lot of Faeria or several turns before it provides its value.
D - You never want to choose this card.
Efficiency of non-treasure cards in Pandora mode.
S - Best cards in Pandora that can be used in almost any deck. Unless you are already commited to different color (combination). Can be drafted early and can also be drafted later. Only low land cards can be here.
A - Very good cards for both stages of the Pandora game. But you should pick them only if you already drafted several other cards and know what type of the deck you are building.
B - Good cards before the Pandora opens.
C - Good cards after the Pandora opens.
D - OK cards. If you are forced to pick them, because nothing else fits your deck, it is not end of the world. But don't expect much.
E - Cards that require a lot of investment and can provide big payoff. But can also be dead cards, if your opponent will not fall into your gameplan. Or even lose you the game if they are immediately answered.
F - Cards that will be most likely useless because they require certain synergy. But if you have already drafted several cards supporting this one, you can take it.
G - You never want to choose these cards.
Efficiency of Pandora Treasures in Pandora mode.
S - Usually autopick.
A - Good card in every deck.
B - Situational card, but still something that can flip odds in your favour.
C - Good card on paper. But slow. Either requires a lot of Faeria or several turns before it provides its value.
D - You never want to choose this card. Exception: If you already have the Hammer, Void Guardian is autopick.
